The Catalan healthcare model and the CETRA reforms: from dialogue to action

ESADEgov held its latest event, "The Catalan Healthcare Model and the CETRA Reforms: From Dialogue to Action," at Esade on March 6, 2026, as part of the Esade Partners Program in collaboration with La Unió.

The Catalan healthcare model has established itself as a benchmark in public service management. It is based on public governance of the healthcare system and a public service delivery network with various management models, professionalized and committed to public service. This model is built on clear pillars: high-quality public governance, autonomy in the governance and management of organizations—with the necessary capabilities and management tools—a network-based approach, and a firm commitment to evaluation and results-oriented performance.

Today, these elements are the subject of debate within the framework of public administration reform, particularly through CETRA, which is proposing a package of 50 measures to modernize and improve public services. In this context, within the framework of Esade's Partners Program and in collaboration with La Unió, a session was held to highlight the essential resilience of good governance and sound management in public-private partnership models for public service delivery. The meeting also aimed to provide a valuable forum for sharing the current state of the Catalan healthcare system and analyzing the potential impact of CETRA's proposals on its operation and foundations, comparing perspectives and identifying challenges and opportunities to strengthen a key asset for the region.
