Three Case Studies: A New Generation of Investments in Spain’s Electric Vehicle Industry
How can foreign investment in the electric vehicle sector generate lasting industrial value in Europe?
Through three case studies (EBRO-Chery, Santana Motors and CSE-Stellantis-CATL) this presentation analyzes the conditions under which foreign investment can contribute to European industrial base. Although the projects differ, they share a common logic: the upgrading of existing industrial assets, foreign technology partners and the challenge of creating sustained local value.
From an industrial policy perspective, investment volumes alone are not enough. What ultimately matters is the generation of employment, supplier networks, technological capabilities and production standards that are progressively developed and sustained in Europe. Achieving this requires a gradual process supported by demand, well-designed public incentives and an appropriate regulatory framework. Initiatives such as the Spain’s Plan Auto 2030 standards and the future European Industrial Accelerator Act can help accelerate this process by linking public support to clear local-value conditions.
