Cultural Aspects of Public Management Reform
In recent years, public adminisrtation in many countries has sought to move towards increasing homgeneity in administrative structures, systems, and practises, from a belief that this will strengthen institutions and improve performance. This goal has yet to be archieved. Case studies do not support the idea of convergence of public-sector reform programs. Indeed, there appears to have been substantial divergence in reform trajectories. Thus, there arises the main question addressed by this book: Are reforms continuousky characterused by divergence as the result of different natonal traditions and development paths?
