Executive Masters in Public Administration (EMPA)

The Institute of Public Governance and Management (IGDP) is composed of a group of ESADE lecturers, academic assistants, researchers and administrators whose work focuses on governments and public-sector organisations.
 

The IGDP’s mission is based on a clear commitment to the innovators of the public sector. We believe in the public endeavour and its immense possibilities for development and improvement.

The programme offers participants the opportunity to internalise and develop attitudes and values that can be of particular value in the management, modernisation and improvement of public organisations. Specifically:

  • It responds to the needs of public organisations and their executives, who demand a quantitative and qualitative increase in the level of managerial training in the public sector.

  • It facilitates relationships and exchanges between managers of different public-sector organisations. Due to the needs of transversality, relationship management and online work, this sort of interaction has become a strategic resource for public systems.

  • It accredits a set of management skills that can be used as a standard for professional excellence (much like the role of MBA programmes in the private sector).

  • It facilitates stable strategic cooperation with major government agencies.

  • It develops an international perspective through collaboration agreements with the United Kingdom, Denmark, Norway and Germany.
     

Public executives, experienced personnel from any branch of the public sector, and professionals with responsibility for designing and implementing public policies, regardless of whether the post is a political appointment or a career position.

Acquire in-depth knowledge of public management and learn to effectively use leadership skills, resolve conflicts, implement innovation and develop self-learning abilities for an increasingly turbulent and dynamic environment. The program helps public executives adapt to the new tasks and responsibilities that will arise through out their professional careers.

First Cycle
The Management Function in Public Administrations Diploma (FGAP)

The programme consists of eight thematic modules, designed as individual content units with their own focus, thus allowing for a coherent, global presentation of the problems and possible solutions which condition and guide public managers’ actions, and a final module serving to integrate all the content presented. There are also three personal development seminars.

The second cycle combines, on the one hand, a core segment of transversal and multidisciplinary-focused content along with the development of complementary managerial skills and, on the other, seminars to intensify and customise each participant’s training in their area of preference.

PROJECT PRESENTATIONS


The EMPA is a cooperative programme that requires the involvement of the students, the teaching staff, the directors, the tutors and associated organisations. All participants are encouraged to play an active, participatory role in the methodology.

Our educational methods combine the introduction of conceptual frameworks with the use of case studies, simulations, individual and group exercises, debates, and discussions with invited executives.


By organising students into study and project groups, the EMPA programme aims to encourage group work, paying special attention to the development of skills that will enable students to work with executives from other organisations, and to build collaborative networks and environments.
