On paper, the new policy scheme reinforces Spain\u2019s historically weak safety net.\u00a0<strong>Unfortunately, the rollout of the national scheme is facing several problems<\/strong>. As of August,\u00a0<a title=\"minimum income scheme applications\" href=\"https:\/\/elpais.com\/economia\/2020-08-20\/la-seguridad-social-solo-ha-analizado-el-19-de-las-solicitudes-para-el-ingreso-minimo.html\" target=\"_blank\" rel=\"noopener noreferrer\">only 19% of the applications<\/a>\u00a0had been processed, and thousands of eligible families have not yet been able to access the programme.<\/p>\n<p>To address the current challenges and maximise the potential impact of the new scheme, we propose three sets of specific strategies for application as soon as possible.<\/p>\n<p><strong>1.\u00a0Make it simple and remove bureaucratic hassles by shifting the administrative burden from the citizen to the state:<\/strong><\/p>\n<ul>\n<li>Ensure widespread knowledge of the programme.<\/li>\n<li>Identify administrative burdens in the application and renewal process and reduce them as much as possible.<\/li>\n<li>Offer free and reliable assistance and guidance to applicants.<\/li>\n<\/ul>\n<p><strong>Make it accessible and non-stigmatising:<\/strong><\/p>\n<ul>\n<li>Provide access channels that address different group preferences and needs (for example, online platforms may be less accessible to the 65+ population).<\/li>\n<li>Ensure that the application experience and in-person interactions are respectful and dignified to normalise the use of the scheme and reduce stigma.<\/li>\n<\/ul>\n<p><strong>3. Reach out directly and use local networks:<\/strong><\/p>\n<ul>\n<li>The poor have the most to gain from the scheme, but are simultaneously the worst positioned to easily access it.<\/li>\n<li>Local government and community organisations are essential for contacting the hard to reach; use their data and qualitative knowledge to identify the eligible population and make sure that no one is left out.<\/li>\n<li>Reach out directly to the target population to inform them of their eligibility (or even enrol them automatically).<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>We propose three sets of specific strategies to maximise the potential impact of the new scheme.<\/p>\n","protected":false},"featured_media":842,"template":"","yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v22.9 -
