However, its effects on learning are generally small or nil. It is also a very costly policy, as it requires hiring more teachers (70-80% of education spending goes on salaries) and having more classrooms. In Spain, it is crucial to determine whether this policy is the best use of the budget, in a context of growing fiscal pressure and falling birth rates.<\/p>\n\n\n\n<p>To provide a solid empirical answer, a study has been carried out using information provided by the Community of Madrid for the period 2016-2019. The study uses administrative microdata linked to census surveys of students, teachers, families and school principals. The identification strategy draws on a well-established methodology: maximum class-size thresholds (30 pupils in Spain during 2012-2019) generate quasi-random variation in class size. When the limit is exceeded, the group is split: a school with 31 enrolments forms two classes of 15 and 16 pupils, whereas another with 30 keeps a single class. This discontinuity makes it possible to estimate causal effects free of socioeconomic selection bias, and the richness of the available data, together with the statistical power used, allows for a comprehensive analysis of mechanisms. This study is the most complete evaluation of class size in Spain and a pioneering benchmark internationally.<\/p>\n\n\n\n<p>The impact of class size is measured by what happens inside the classroom (disruption, individualised instruction and organisation), as well as by academic and non-academic outcomes (achievement, grade repetition, well-being). The most relevant conclusions are summarised below:<\/p>\n\n\n\n<ul>\n<li><strong>Smaller classes improve classroom dynamics, but only to a limited extent.<\/strong> Reducing class size by 5 pupils lowers by 4 percentage points (pp) the probability that disruption is a moderate or serious problem \u2014an effect concentrated in schools with higher levels of conflict\u2014. It also increases by 1 pp the probability of checking homework and by 4 pp small-group teaching. But these practices are already very common (93% and 70%, respectively), so the pedagogical change is also minimal.<\/li>\n\n\n\n<li><strong>These improvements do not translate into learning gains.<\/strong> No significant effects are found on performance in standardised tests, on students&#8217; subjective well-being or on grade repetition. The effect sizes observed are close to zero, in line with international evidence.<\/li>\n\n\n\n<li><strong>No &#8220;islands of impact&#8221; are identified.<\/strong> No subgroups show substantial and statistically significant benefits, whether by socioeconomic status, grade or subject, school or teacher characteristics, or frequency of individualised practices.<\/li>\n\n\n\n<li><strong>The study analyses whether families change their behaviour in response to smaller classes<\/strong>, which could mask a potential positive effect. Pupils and families slightly relax their effort when classes are smaller, but these adjustments are too modest to explain the absence of educational improvements: 8 fewer minutes per week of average time spent on homework; parents become less involved; and the use of private tutors and academies decreases (1 pp less on a base of 14.5%).<\/li>\n\n\n\n<li><strong>The main beneficiaries of smaller classes are teachers and families.<\/strong> Reducing class size by five pupils increases teacher well-being by around 5% of a standard deviation, which would be equivalent to a salary increase of approximately 1,800 euros a year, and improves families&#8217; satisfaction with the school by 2.5% of a standard deviation. These benefits are real and constitute legitimate goals of education policy, which helps explain the high social demand for lower ratios.<\/li>\n\n\n\n<li><strong>The results must be interpreted within the specific framework of the study:<\/strong> class sizes between 20 and 30 students; therefore, these conclusions cannot be directly extrapolated to situations with much smaller or much larger classes. This should not be a problem for our public debate, since in Spain average class size falls mostly within this range, making the findings relevant and applicable to this context.<\/li>\n<\/ul>\n\n\n\n<p>The study yields at least five key lessons:<\/p>\n\n\n\n<ol>\n<li>Reducing class size does not improve learning effectively.<\/li>\n\n\n\n<li>The main benefits do not accrue to students but to adults (teachers and families). This helps explain the high social demand for this policy and the institutional receptiveness to it, despite its limited impact on learning.<\/li>\n\n\n\n<li>This policy requires high investment and has a small impact on learning. The available evidence suggests that other interventions \u2014such as intensive tutoring, teacher policies or early-years programmes\u2014 offer a greater relative return per euro invested.<\/li>\n\n\n\n<li>Ratio reductions would only be justifiable, at best, if applied in a targeted way in schools with high disruption or specific needs, and always combined with practices that amplify their effects.<\/li>\n\n\n\n<li>In short, if the priority goal is to improve students&#8217; academic outcomes and well-being, as well as to reduce grade repetition, the evidence analysed indicates that across-the-board ratio reductions are not among the most effective policies to achieve that aim.<\/li>\n<\/ol>\n","protected":false},"excerpt":{"rendered":"<p>Reducing class size is one of the most popular education policies among families, teachers and governments.
