Aquest document \u00e9s un treball conjunt amb KSNET, emmarcat en la l\u00ednia d’investigaci\u00f3 Ciutats, coordinada per KSNET<\/a>.<\/em><\/p>\n

 <\/p>\n

La pobresa energ\u00e8tica<\/strong>, que a l’estat espanyol afecta entre 3 i 8 milions de persones, t\u00e9 un origen estructural<\/strong>, en un parc d’habitatges envellit i poc eficient on tan sols es rehabilita una petita porci\u00f3 (al voltant de l’1% a l’any). A curt termini, les transfer\u00e8ncies de renda i altres mecanismes permeten alleujar la situaci\u00f3, per\u00f2 es tracta de mesures insuficients. Per solucionar-ho, cal intervenir estructuralment els habitatges en pitjor estat<\/strong>, que solen ser tamb\u00e9 les llars m\u00e9s vulnerables a la pobresa energ\u00e8tica.<\/p>\n

Proposem tres eixos d’actuaci\u00f3<\/strong> per aprofitar al m\u00e0xim els programes de fons europeus i el nou Renovation Wave<\/em> en els seg\u00fcents \u00e0mbits: rehabilitaci\u00f3 amb criteris combinats de renda i efici\u00e8ncia; millora d’informaci\u00f3 sobre el parc d’habitatges; i augment de personal qualificat al voltant de la rehabilitaci\u00f3.<\/p>\n","protected":false},"excerpt":{"rendered":"
