Observatory on Public-Private Partnerships in Health and Social Policies

 
El Observatorio de la Cooperación Público-privada en las Políticas Sanitarias y sociales es el resultado de la unión de fuerzas entre ESADE y La Unió, con el objetivo de dar a conocer experiencias de Cooperación Público-privadas en Cataluña, en los ámbitos sanitarios y sociales.
El iniciativa nació en el 2009, a través de un concurso abierto en que se presentaron un total de cinco candidaturas de partenariados, que ilustraban los aprendizajes y cambios de cultura que se estan dando en éste campo. Finalmente, fueron seleccionados un total de cinco experiencias publicadas en el Relato PARTNERS nº 4, bajo el título "Observatorio de la cooperación público-privada en las políticas sanitarias y sociales: Los casos del Laboratorio CatLab, de la empresa tecnológica X-Ray Imatek y del Centro de Vida Independente".

El año 2010, para seguir con la dinámica positiva iniciada, se celebró un nuevo concurso en el ques e presentaron un total de catorze experiencias de partenariados de entidades sanitarias y sociales.
Des del Programa PARTNERS y desde La Unió, estamos convencidos que el 100% de las experiencias presentadas en los años 2009 y 2010, contribuyen a la mejora del conocimiento y la gestión aplicada de la CPP en un sector clave del crecimiento económico y social, donde la CPP aporta valor a la gestión de un bien público. 

Por este motivo, a continuación se presentan todas las experiencias en colaboración público-privada que han sido candidatas en alguno de los 2 concursos celebrados hasta el momento.

Brief description of the partnership:
This is an Economic Interest Group (EIG). Its social objective is to provide cleaning services to its consortia and associated healthcare networks. Through the internationalisation of the service in the economic interest group, the aim is to manage the medical equipment cleaning service at lower cost and with greater organisational flexibility.

Brief description of the partnership:
This project is based on the design, building, equipping and launch of a new cook-chill kitchen with two ready-meal kitchens in the cafeterias open to the public and to staff, taking the kitchen as a central production model and implementing the regeneration model through its introduction to the floors where the patients are located.

A cooperation project to carry out campaigns to donate surplus shoes to groups of people who are at risk of social exclusion.

Brief description of the partnership:
To make surplus shoes available to entities working with groups of people at risk of social exclusion and the homeless.

Type of cooperation:
A public-private cooperation project, within the context of the 2008 AVANZA R+D+i Programme for the design of a cognitive tele-rehabilitation platform.

Started in 2004 and ongoing (2011)

Brief description of the partnership:
The raison d’être of this cooperation project is to develop a cognitive rehabilitation platform, offering a new model of treatment, which is personalised, intensive and monitored in accordance with its execution, and aimed at the rehabilitation of everyday activities.However, there are plans to design a model for clinical application to Acquired Brain Injury.
In short, the project focuses on the adaptation to cognitive decline of another nature: dementia, mental illness, cognitive development in children, etc.

Brief description:
This cooperation project involves the creation of a comprehensive logistics platform, designed for the provision, storage and supply to cost centres of perishable goods such as:materials, goods and documentation related to planning and coordination activities.
The project aims to prepare and manage a single catalogue of products on a shared ownership basis.

Brief description:
The reason for this public-private cooperation is to deal with the old centre’s organisational and economic shortcomings (25 places in the Old People’s Home and 40 places in the Day Centre), revealed in an external audit carried out in 2003. Thus, the objectives of the partnership are:

  • To remove the municipal control of this service, but without losing public control of the latter.
  • To look for alternatives to obsolete equipment, which is unable to cope with future demands.
  • To look for a legal method and funding that will enable the demands of the population to be met.

This is a strategic, national, technical research consortium focused on a disruptive research project, aimed at finding new technological solutions that address health problems of great socioeconomic importance, for which there are currently no effective solutions.The main objective is to promote cutting-edge technological research, in order to develop a new rehabilitation paradigm, focused on the sustainability of procedures and based on evidence.

Brief description of the partnership:
On the one hand, this joint account allows access to major technological innovation without the need to make the entire investment. On the other hand, it allows the two entities to maintain their autonomy in terms of management. It is considered an important experience because it facilitates the sharing of the use of the learning and knowledge technologies (LKTs) for carrying out joint and individual activities. At the same time, it allows for the funding of the investment for 2 LKTs earmarked for activities in the public domain.

This experience may constitute the basis for further collaboration in the future.Finally, given that the business entity used is not very common in our sector – and indeed thanks to this type of entity – it is not necessary to create a new company, with all the tax benefits that this entails.

Brief description of the partnership:

This project is aimed at developing specific programmes to ensure the food served in hospitals forms part of the patients’ treatment, helping them to recover and increasing their well-being. This experiment started with cancer patients.

Type of cooperation:
A strategic alliance between different public and private centres in the Vallès and Bagés regions, for the creation of a mixed-use radiotherapy service network.Professionals, resources, knowledge, management and planning tools, etc. are shared, in order to achieve a service at a level of magnitude and power that would be impossible to achieve by the organisations individually.

Brief description:
Through an agreement reached by IOV and HGC in June 2009, work began on building what will be the best equipped multi-centre Radiotherapy network in Catalonia (from 5 to 7 Linear Particle Accelerators by 2015), based on the integration of an existing private radiotherapy service and the comprehensive planning of the implementation of two more services in Terrassa and Manresa.
