Relatos PARTNERS

Relatos PARTNERS is published in Spanish (unless otherwise indicated) and is the main collection of publications on private-public co-operation (PPP) in the PARTNERS programme. It was established when the programme was set up and its purpose is to provide exhaustive, detailed research and analysis in the PPP field.
This fifth issue is the second product of research of the Observatory for Public-Private Partnerships in Health and Social Policies. It gathers two examples of public-private partnerships which highlight the acquired knowledge and the social changes occurring in this field. Besides these two examples, this fifth issue illustrates Prof. Longo's main insights on public-private partnerships.

This issue presents the content and management of the Strategic Pact on Internationalisation, Quality Employment and Competitiveness in the Catalan Economy. It reflects on the scope for pacts on public policies and for social dialogue. These go beyond traditional intruments for three reasons: (1) the scope for negotiation is much  wider and goes beyond labour market issues; (2) the pact goes into considerable  detail and qualification; (3) it establishes commitments that make it a unique formula for co-operation in this field.

This issue focuses on regulation as a mechanism for fostering measures that are consistent with sectoral public policy objectives. Two debates are opened here: the first covers the level of regulation and the second the quality of regulatory processes. The discussion helps foster the development of regulatory systems that meet public policy objectives whilst minimising red tape for citizens and companies. Here, it should be borne in mind that rigid application of norms can be counter-productive and may stifle rather than further competitiveness.

This first issue in the Relatos PARTNERS collection deals with Bages county’s experience of regional development planning. The publication covers aspects such as increasing land use by low added value business activities and the nature of the Bages Regional Plan (PTB), which is a highly innovative project in Catalonia in the public-private partnership field.

The 2010 PARTNERS Yearbook presents a collection of articles on different aspects of public-private co-operation written by professionals with extensive experience in co-operative projects and public-private initiatives.

This research study looks at how network managers act to achieve successful collaboration, meet challenges, and attain the desired outcomes. The analysis is based on two urban immigration groups in the US. Both managers’ actions and the way they respond to both internal and external demands in their collaboration networks are studied.

Opinion article published in the Cinco Días business newspaper. It covers public-private partnerships as a vital, powerful instrument for implementing public policies. The authors give the two main reasons for the rising popularity of PPP, namely: (1) exploitation of specialised technical and management capabilities; (2) a separation between principal (public administration) and agent (company) that enhances efficiency and the rigour with which contracts are drawn up.

This study explores trust in public-private partnerships and answers the research questions, which among other things, focus on the sources of and reasons for distrust in these relationships. The study also examines two sub-fields of the Spanish social services – one exhibiting high inter-sectoral distrust, and the other little distrust. The article is well worth reading giving that it is a pioneering contribution on the subject of a hitherto little-studied subject, namely institutional distrust and its impact on managing private-public partnerships.

Social care requires better leaders more than ever. Effective leaders have great aspirations, listen when it comes to users’ needs and wishes, inspire their teams, and continually ask themselves what is done and why. This book: includes the latest research on fundamental questions on leadership in the social care field; analyses collaborative leadership and the importance of job development; explores the main supervisory, management and leadership disciplines; examines a learning framework for social care provision.

This case presents a regional development initiative, which is the first of its kind between a regional savings bank and a local council. Together with other public and private players, the bank and local government set up a mixed public-private company to carry out strategic projects for fostering economic activities and initiatives. The case focuses on the interaction between private and public parts of the partnership and on the problems that may arise from collaboration between different sectors.
