Presentation

The provision and production of public goods and services and services of general interest takes many forms. Also, public-private partnerships (PPPs) is also a source of difficulties and problems.
For this reason, it's necessary to accept that the management of the PPPs requires learning and change in the institucional culture, in the perceptions, management tools and ongoing management of relationships between public and private sector.

This training has been designed for experimented professionals in management categories, from public as private sector. This is the main dimension of Programme, which is precisely gather in the classroom to public and private experienced managers.
Directors or managers of companies which produce public goods or services. The companies that work for highly regulated sectors, finance and coordinating companies dedicated to provide public utilities and finally, those companies which have a continued relation with Public Adminsitration. 
 
Public managers responsibles of interact with the private sector for develop a public project, either via regulation, outsourcing, development or concessions.



Agenda


This Training Programme who is divided between three parts, which , los cuales cubren todos los marcos de cooperación existentes. 
This unit focuses, in the first place, in the complexities and diversity of the interrelationship between public and private economic sectors to create public value. Secondly, presents the real co-production, descriving the key aspects of design and management of the interaction. Additionally, presents a particular attentional with the contract as tool and actual legislation in public contracting.
The main objectives for this unit are: to undersantd the differences and similitudes between public and private groups; to stipulate a conceptual framework about public-private partnership (PPP); to understand the logic of subcontracting and outsourcing practices or to learn the fundamentals of design and procurement management.

This unit focuses in the transaction management, which has predominated into cooperation's market until today and to lie in a contractual relation between partners. This unit will help you to identificate the first generation of collaborations caracterized by hierarchical relations, with a partner in charge to define and controlate this relation. Also will takes the paradox in the use of this model: the capital funding and management of public infrastructures and utilities through PPPs (Public Private Partnerships). Moreover, will be analyze the diversity of collaborating systems, the necessary basis to develop projects through PPPs, the limits of this model and, finally, one of the main issues of this course, the risk management.
 

Third unit  focuses in the relations management of strategics alliances. This unit will help you to understand the relations focuses in complex agreements, giving a special importance to trust and the issue that efficiency depends of the socials,economics amb environmental outcomes, and not just deopends of public service's outoputs.  
This type of collaborations, the relations are less hierarchical and all parts are involucrating in the process. These collaborations are denominated of second generation, in them talk more of coordination than the collaboration or institutional partnerships. 

This unit focuses on providing knowledge and management of the contractual activity of the Public Administration sector offering a double perspective: an administrative and legal one.
