Traditional continuing education and training do not give an adequate response to the needs of managers in public organisations. All over Europe, management development has become a priority for institutions, especially when, as is increasingly the case, they are having to deal with innovation. Investment in managerial training aims to reinforce the managerial skills of staff in promoted posts in public organisations, to ensure that quality public policies and services are produced as efficiently as possible.
Recognising this need, the Diploma in the Managerial Function in Public Administrations (FGAP) is a response to the demands and expectations of politicians, managers and public employees interested in improving their organisations. It is designed for people employed at state, autonomous and local level and in international organisations.
A generalist programme, the FGAP Diploma also analyses the special characteristics of public management from a managerial but post-bureaucratic perspective
