Education & Training

Over the Institute’s almost 10 years of existence and after 20 years working in the field, we have made headway in the learning process and special requirements of public management. During this time, over 1,500 people from many administrations throughout Spain have taken part in our training programmes.
Among the Institute’s many achievements, it has helped to consolidate the transition from a bureaucratic to a managerial culture, based on results and responsibility.
IGDP’s teaching and research work have equipped it to develop general-interest and sector-based training programmes specifically for the public administrations.

Executive Master in Public Administration (EMPA)

The expansion and recognition of public administration is one indication of the kind of changes that are affecting contemporary political and administrative systems. The exercise of public administration is no easy task, operating as it often does in highly complex situations which demand very specific and relevant competences (knowledge, skills, attitudes and other abilities), at levels at least on a par with those required for successful management in the private sector.
The itinerary and content of the Executive Master in Public Administration (EMPA) raises to master level what had previously been a diploma course, ensuring that the management training offered by ESADE to the public sector is fully comparable with its equivalent for the private sector.

Traditional continuing education and training do not give an adequate response to the needs of managers in public organisations. All over Europe, management development has become a priority for institutions, especially when, as is increasingly the case, they are having to deal with innovation. Investment in managerial training aims to reinforce the managerial skills of staff in promoted posts in public organisations, to ensure that quality public policies and services are produced as efficiently as possible.

Recognising this need, the Diploma in the Managerial Function in Public Administrations (FGAP) is a response to the demands and expectations of politicians, managers and public employees interested in improving their organisations. It is designed for people employed at state, autonomous and local level and in international organisations.

A generalist programme, the FGAP Diploma also analyses the special characteristics of public management from a managerial but post-bureaucratic perspective
