PARTNERS Program

The PARTNERS Program was created by the Center for Public Governance (ESADEgov) as an initiative to generate knowledge. It is focused on the investigation, development and dissemination of knowledge in the field of Public-Private Partnerships. The program seeks to provide executives and institutions that operate in the public and the private sectors and are involved in collaborative projects, irrespective of their sphere of operation, with the opportunity to meet and learn from each other.
  
Goals and activities of the PARTNERS Program
   
The main goals of the PARTNERS Program are the following:
    
  • Join public and private managers, jointly and interactively, in the management of public-private partnerships.
  • Research & study various forms of public-private partnerships.
  • To promote exchanges and mutual understanding between managers and institutions of the public and private sectors.  


Events

Meeting on "The European framework and its impact on the provision of the public healthcare services" 
 
On 25th of April 2017, the PARTNERS Program and the Catalan Healthcare Association (ACRA) held the meeting on the European framework and its impact on the provision of the public healthcare services. At the event, moderated by Manuel Férez director of the Institute for Public Management of the ESADE’s Center for Public Governance and Cinta Pascual, president of ACRA, we discussed on the possibilities that the new European framework on public contracting offers in public-private relations in the field of healthcare. For analyzing it, we count with the special participation of José María Gimeno Feliu, professor of administrative law at the University of Zaragoza, who provided us with a detailed and precise presentation on this subject.

Conference on "Disruptive innovation in healthcare" VI La Unió Associate Collaborators Forum
 
On 13th of March 2017, the PARTNERS Program hosted the VI La Unió Associate Collaborators’ Forum under the title ‘Disruptive innovations in healthcare’, a venue for reflection and discussion about the impact and potentialities on the healthcare sector. In the opening address, we count with the contributions of Manel Peiró, director of the Institute for Healthcare Management of the ESADE’s Center for Public Governance and Helena Ris, director of La Unió. Óscar Pierre, board member of RTVE and president of Business Aggity, presented the Social Business app. The talk was followed by a panel discussion on successful PPP experiences, moderated by Julio Villalobos, Managing Partner of Bionexo. Sergio Pardo, Technical Director of Serban Catalonia, Pablo García, product manager of BeSign in Serban and Sergi Rabaza, Director of the Hospitals Division at Laboratorios Hartmann, presented the first experience on the progress made on biometric signature and iris facial recognition. Raimon Dalmau, Director of the Information Systems and Organisation Area at the Medical Emergency System of the Catalan Health Service and Mayra Rodríguez, Public Sector Director at Informática El Corte Inglés, presented the main objectives on the digitalization of the attendance sheets at the medical emergencies sector. For the final remarks we count with Helena Ris and Mónica Reig, associate director of the Center for Public Governance and director of the PARTNERS Program at ESADE, who emphasized the importance of the participation of the private sector in the processes of creating public value.

Meeting on "Control and continous improvement plan for the street cleaning and waste collection service in Sant Cugat del Vallès"


On 25th of February 2016, the PARTNERS Program held the meeting on “Control and continuous improvement plan for the street cleaning and waste collection service in Sant Cugat del Vallès”. At this session, we count with the excellent contributions of the representatives of the public-private partnership project, moderated by Monica Reig, Associate Director of ESADE’s Institute for Public Governance and Management and PARTNERS Program Director. On one hand, Cristina Paraira, Deputy Mayor of Presidency and Urban Services and Victor Martínez, Director of Urban Quality Management at Sant Cugat del Vallès City Hall and on the other hand, Albert Mayol, Public Sector Manager at Everis and Carlos Rubio, Controller at Valoriza Serveis Mediambientals, presented their main results and the lessons they have learned in launching a project to optimize, evaluate and improve the efficiency of public resource management, while also benefiting the city’s residents.

The PARTNERS Program holds 5th La Unió Associate Collaborators’ Forum
  

On 4th February 2016, the PARTNERS Program held the 5th La Unió Associate Collaborators’ Forum, under the title “Public-Private Partnership: A Model that Works, A Model to Expand”. In their excellent opening address, Helena Ris, Director General of La Unió, and Manel Peiró, Director of Healthcare Management Programmes at ESADE, stressed the importance of public-private partnerships (PPPs) in the Catalan health system. The main presentation was by Ignasi López Verdaguer, Director of the Department of Science at the “La Caixa” Foundation, who spoke about responsibility, research and innovation. That talk was followed by a panel discussion on successful PPP experiences, moderated by Mònica Reig, Associate Director of ESADE’s Institute for Public Governance and Management. The panellists were Montserrat Dolz, Technical Director of Gesaworld; Laia Gelabert, Project Manager for Major Accounts at Gas Natural Servicios; Mario Bonault, Director of Construction Projects at GNFE; Miguel Sierra, Regional Director of General Services at Bepers; and Artur Arqués, General Manager of Catering at ARCASA. Finally, the closing remarks were delivered by Albert Serra, Secretary General of the Catalan Health Department; Manel Jovells, President of La Unió; and Manel Peiró.

The PARTNERS Program hold the second Edition of the "Observatory on Public-Private Partnerships in Elderly Care".
   

On 26th of January 2016, the PARTNERS Program in collaboration with the Catalan Association for Care Resources (ACRA) held the presentation of the second edition of the “Observatory on Public-Private Partnerships in Elderly Care. The presentation was delivered by Dolors Bassa, Minister for Employment, Social Affairs and Family of the Generalitat of Catalonia, Francisco Longo, Associate Director General of ESADE, Cinta Pascual, President of the Catalan Association for Care Resources (ACRA) and Monica Reig, Associate Director, Institute for Public Governance and Management at ESADE, who presented the two selected experiences as models of public-private partnerships in the field of dependence. This second edition of the report examines two experiences that illustrate the potential of public-private partnerships to provide improvements and opportunities in the elderly care sector and to address the social needs of elderly people and their families. The report describes the case of the elderly care facility Residència L’Onada Deltebre, operated by the company Onada Serveis in partnership with the municipal government of Deltebre, which was presented by Lluís Soler, Major of Deltebre Municipal Government and Arnald Pannocchia, centre Coordinator of L’Onada Serveis.  It also describes the case of an app that improves communication between the care personnel at Centre Residencial La Torrassa and the families of its residents, which was created and implemented by the company Smart Technologies Development in collaboration with the Polytechnic University of Catalonia, which was presented by Montse Muñoz, director of Centre Residencial La Torrassa and David Sadurní, director of Smart Technologies Development.

Debate session on “The Impact of Law 40/2015, on the Legal Regime of the Public Sector, the ninth provision of which amends the government liability regulations related to concessions”
  
On 26th of November 2015, the PARTNERS Program in collaboration with the Spanish Chamber of Infrastructure, Facility and Public-Service Concessionaires and Public-Sector Companies (CCIES) held the reflection and debate session on “The Impact of Law 40/2015, on the Legal Regime of the Public Sector, the ninth provision of which amends the government liability regulations related to concessions”. At this session, experts from the public, private and financial sectors presented their views on the regulation, evaluation and economic and social impact of the government liability regulations. Concretely, we count with the excellent contributions of Enrique Verdeguer, Director of ESADE Madrid, Francesc Sibina, President of CCIES, as well as of Juan Antonio Martínez Menéndez, Director General of State Assets of the Spanish Ministry of Finance and Public Administrations, Alberto Dorrego, Vice President of CCIES, Andrés Rebollo, independent expert on infrastructure financing and public-private partnerships, Mónica Reig Associate Director of the PARTNERS Program of ESADE's Institute for Public Governance and Management and Alejandro Jiménez, Legal Director of the Agbar Group.

Conference: Tourism management in Barcelona and its governance
   
This conference was held this past May 15th, 2015. Its aim was to debate on tourism governance in the city of Barcelona and to analyse the challenges associated to its management as well as the role the public and private sectors play and how to manage their collaborative efforts. The conference was co-organised by the Sant Ignasi School of Tourism. Participants included Sònia Recasens, from Convergència i Unió party, Sara Jaurrieta, from Partit dels Socialistes de Catalunya, Xavier Mulleras, from Partit Popular, Janet Sanz, from Barcelona En Comú, and Oriol Illa, from Esquerra Republicana de Catalunya.
International Conference “New Models and Practices of ICT Innovation and Management in the Public Sector.

The PARTNERS Program, together with the European Institute of Public Administration (EIPA) and the Catalan Government’s Centre for Telecommunications and information Technologies (CTTI), held an international conference entitled “New Models and Practices of ICT Innovation and Management in the Public Sector” on 23rd and 24th March 2015. The conference brought together more than 120 public-sector representatives from 11 countries for the first ICT Summit held in Barcelona. During the conference, speakers described experiences that illustrated ways in which the common good of society can be favoured through greater efficiency and efficacy, simplified procedures, and the development of integrated, strategic and coherent approaches to introducing an electronic public administration. The conference also featured the participation of renowned experts from Catalonia’s academic, public and private worlds. Over the course of two days, participants created synergies and shared models and practices for innovation, ICT management in the public sector, and virtual governance.

The ESADE PARTNERS Program presented the fourth edition of the Observatory of public- private Partnerships in Health and social policies.
 

As you know, the PARTNERS Program of ESADE’s Institute for Public Governance and Management, together with La Unió, presented the fourth edition of the Observatory on Public-Private Partnerships in Health and Social Policies on 19th March 2015. The event featured excellent contributions by Manel Jovells, President of La Unió; Jordi Torrades, Manager of the Barcelona Municipal Institute of Markets; Maria Teresa Faixedas, Planning Director of the Girona Healthcare Region; Eduard Riera, Nuclear Medicine Coordinator at CETIR; Joan Martí, General Manager of Corporació Sanitària Parc Taulí; Xavier Mate, Regional Director of QuirónSalud; and Helena Ris, General Manager of La Unió. The PARTNERS Program discusses the creation of wealth  through entrepreneurship.

As part of the PARTNERS Program at ESADE’s Institute for Public Governance and Management, a breakfast discussion entitled “Model of Public-Private Partnerships to Create Wealth Through Entrepreneurship” was held on 30th October 2014. During the discussion, a model for creating wealth through entrepreneurship was presented by Suara Cooperativa, INIT and the City Council of Zaragoza, where this model has been promoted at two business incubation centres. The discussion began with reflections by Ricard Fernández, General Manager of Suara Cooperativa, who noted that the efficiency of this public-private model at generating wealth has been demonstrated through an assessment of its results. Next, Ricardo Cavero, Science and Technology Director at the City Council of Zaragoza, described the activities of the business incubation centres as well as their success in fostering entrepreneurship. Joxean Sáez de Ocáriz, CEO of INIT, presented the model, its results and its future prospects. Finally, Alfredo Elías, a consultant with INIT, presented the 2013-2014 Business Incubation Centre Wealth Generation Report and described the results of the evaluation.

The ESADE PARTNERS Program hosts the "Meeting on the benefits of public-private Partnerships to Society." 
 

On 30th September 2014, the “Meeting on the Benefits of Public-Private Partnerships to Society: Towards a New Relational Framework” was held as part of the PARTNERS Programme at ESADE’s Institute for Public Governance and Management. The meeting was chaired by Enrique Verdeguer, Director of ESADE Madrid, who identified various ways in which the public and private sectors complement one another. Mònica Reig, Associate Director of the PARTNERS Program, gave a talk entitled “Public-Private Partnerships: A Relational Framework for the Creation of Public Value”. Ms. Reig discussed the importance of efficiency and described social value creation as the main axis of public-private partnerships. Afterwards, a panel discussion entitled “Cooperation Management: key elements in the relationship between public and private executives” was moderated by Jaime Olmos, Director of Public Affairs and Institutional Relations at Kreab Gavin Anderson. Excellent contributions were made by the panellists, Alberto De Rosa, CEO of Ribera Salud; Borja Adsuara, a digital strategy consultant who works with companies and government bodies; Francesc Sancho, Secretary of Strategy and Coordination at the Catalan Health Department; and Maite Arcos, Director of Institutional Relations at Orange Spain. Finally, Pedro Michelena, President of the PPP Forum, closed the session by highlighting the need for comparative data demonstrating the efficiency of the public-private model.

As part of the PARTNERS Program at ESADE’s Institute for Public Governance and Management, a panel discussion entitled “The Economic Impact of Transparency and Good Governance” was held on 11th June 2014. The session featured the participation of Cecilia Julin, Ambassador of Sweden to Spain; Ola Sigvardsson, Press Ombudsman of the Swedish Government; Víctor Lapuente, Associate Professor at the University of Gothenburg’s Quality of Government Institute; Jacobo Elosúa, economist and President of Civio; and Elisa de la Nuez, member of ProAcceso and editor of the blog ¿Hay Derecho? Closing remarks were delivered by Manuel Conthe, Chair of the Advisory Committee to Expansión and Actualidad Económica.

The PARTNERS Program presents its third report : technologies of information and communication as a transformation of the public sphere. Challenges and Opportunities
 

The information technologies are essential to improve the supply of services and modernize the public administration, but also to promote basic democratic regeneration and create wealth and employment. Social and Cooperative Economics in the Provision of Public Services: A Value-Creation Model
 
On 31st October 2013, the PARTNERS Program invited representatives of healthcare, education and culture cooperatives to discuss their experiences with public-private partnerships. In their opening remarks, Francisco Longo, Secretary General of ESADE, and Albert Serra, Director of the Institute for Public Governance and Management and the PARTNERS Program, agreed that collaborative management is an indispensable tool for the future of administration.
Mònica Reig, Associate Director of the PARTNERS Program, moderated the panel discussion, which focused on the areas of healthcare, education and culture.
The closing remarks were delivered by Felip Puig, Catalan Minister of Economy and Employment. Mr. Puig highlighted the social commitment of the region’s cooperatives and their ability to efficiently create public-private management jobs.

Public-Private Partnerships in Municipal Tax Management 

On 3rd October 2013, the PARTNERS Program, invited Juan Soler, mayor of Getafe; Ramón Solé, general manager of CGI; and Eulalio Ávila, president of COSITAL, to participate in a panel discussion on public-private cooperation models in municipal tax management.

Albert Serra, director of the PARTNERS Program, hosted the session, which drew a large audience and concluded with a lively open debate.

Mònica Reig, associate director of the PARTNERS Program, acted as moderator. The first speaker, Mr. Soler, noted that the economic crisis has forced all local governments – regardless of party affiliation – to make improving the management of public resources a top priority. Collaboration with the private sector, he explained, has proved to be an essential source of support as well as knowledge of new, more effective governance methods.

The next speaker, Mr. Solé, discussed possibilities for improving tax-collection options in public administrations and mentioned taxable items that are not currently being taxed. According to Mr. Solé, collaboration between public administrations, companies and third-sector organisations can help to create a fairer, more efficient society.

The last speaker, Mr. Ávila, observed that the economic crisis has allowed public managers to evaluate the average effects of public policies. He urged public managers to pay as much attention to spending as they do to revenues and costs.

The PARTNERS Program Presents the Observatory of Public-Private Partnerships in Elderly Care

The PARTNERS Program held the first edition of the "Observatory of Public-Private in Elderly Care". Presented at the event, the "Economic report of the dependent care sector for elderly people in Catalonia: residential and day care services" was described as a study that collects and structures all the information in the field of dependence.

The presentation, which took place in the ESADEFORUM amphitheatre on May 30th 2013, was delivered by Neus Munté, Generalitat de Catalunya Minister of Social Welfare and Family. Also speaking at the event were Cinta Pascual, President of ACRA, Albert Serra, Director of the ESADE Institute of Public Governance and Management and of the PARTNERS Program and Mónica Reig, Associate Director of the PARTNERS Program, who presented the two selected experiences as models of public-private partnership in the field of dependence.

The winning experiences illustrate the success cases of the local home telecare service in the province of Barcelona and of the teams from residential care homes for the elderly in Barcelona.

The PARTNERS Program Debates Public-Private Partnership for the Provision of Services and Public Infrastructure

To mark the presentation of the book La colaboración público-privada en la provisión de infraestructuras by Professor Joan Ridao, lecturer in Public Law at ESADE, the ESADE Institute of Public Governance and Management (IGDP) organised a breakfast seminar on 29th April 2013 to analyse the need for public-private partnerships for the provision of services and infrastructure in the current context of economic crisis.

The event was attended by Santi Vila, Generalitat de Catalunya Minister of Planning and Sustainability, Salvador Alemany, President of Abertis, Miquel Roca, lawyer, Francisco Longo, Secretary General of ESADE, Albert Serra, Director of ESADE IGDP and the PARTNERS Program, and Joan Ridao, the author of the book. During the roundtable held at ESADE Barcelona, various professionals discussed the increasingly necessary and intense interrelationship between the public and private sectors, with the aim of providing an effective response to the economic crisis.

On February 15th 2013, ESADE’s PARTNERS Program at the Institute for Public Governance and Management hosted a discussion that analysed the profound structural changes taking place in the healthcare system. 
 
The discussion focused on a study sponsored by the Catalan Hospitals Union (UCH), that examines three innovative partnerships between the public and private sectors and proposes a model of efficient, high-quality healthcare.

A panel of healthcare professionals debated cases such as the comprehensive management of healthcare and social-services resources in the county of Pla de l’Estany, the purchase of goods and services through a multi-organisation alliance for the creation of a multi-centre oncology service, and a partnership between the automotive industry and the healthcare sector.

ESADE Academic Vice-Dean Manel Peiró hosted the session and UCH Chairman Manel Jovells and UCH General Manager Helena Ris presented the study. During the discussion, the speakers fielded numerous questions from the audience.

On Tuesday, December 11th 2012 in the ESADE Madrid auditorium, Joan Ridao, Professor of Public Law at ESADE Law School, presented the book "La colaboración público-privada en la provisión de infraestructuras", which examines public-private collaboration in public-interest services and infrastructure in the context of the current economic crisis.

The event was organised by the PARTNERS Program, an initiative of ESADE’s Institute for Public Governance and Management (IGDP), and chaired by ESADE Director General Eugenia Bieto. It featured speeches by ESADE Secretary General Francisco Longo, who wrote the preface of the book, and the lawyer Miquel Roca, who penned the foreword.

On October 15th 2012, the PARTNERS Program within ESADE’s Institute of Public Governance and Management held the presentation of the PARTNERS Yearbook 2011.
 
We were honored by the presence of Hon. Teresa Maria Pitarch, Director of the Oficina de Supervisió i Avaluació de la Contractació Pública (Office for the Supervision and Evaluation of Public Sector Employment) for the Generalitat de Catalunya, explained the guidelines for public outsourcing of the Catalonian Government and the system of supervision and evaluation used in the execution of contracts, as well as the main control indicators.
