Biography
He has been a local government secretary-controller since 1980. From 1980 to 1986, he practised in the Town Hall of Monistrol de Montserrat (Barcelona).
Between 1986 and 2004 he worked for the Ombudsman of Catalonia, as an Advisor (1986-1991), as General Secretary (1991-1993) and, finally, as Deputy Ombudsman (1993-2004). During this period, he participated in activities aimed at introducing and consolidating the institution of the ombudsman in several states and he gave lectures in Bosnia-Herzegovina, Bulgaria and Slovenia. He is a member of the Scientific Section of the European Ombudsman Institute.
He was a lecturer in Administrative Law at the Universitat Pompeu Fabra between 1991 and 2004, and he has participated as a lecturer in several courses organized by public institutions, intended for local civil servants. He has also taught on courses in Mexico and Nicaragua.
In 2004 he joined ESADE, where he currently runs the Human Rights Seminars and lectures on the International Business Law programme (DIN).
